Synopsis As Introduced
Amends the Public Utilities Act. Provides that a public utility must release an account hold on a customer's account within 48 hours after the customer has made a payment in full to the public utility.

House Floor Amendment No. 1
Provides that a public utility must release an account hold on a customer's account within 5 business days (instead of 48 hours).

Senate Committee Amendment No. 1
Replaces everything after the enacting clause. Amends the Public Utilities Act. Provides that if a public utility reports a customer to a credit reporting agency for non-payment of an outstanding utility bill, then a public utility shall notify the credit reporting agency within 5 business days of any mutual agreement to make full payment or full payments made with certified funds or cash.

Senate Committee Amendment No. 2
Provides that if a public utility reports a customer to a credit reporting agency for non-payment of an outstanding utility bill, then a public utility shall notify the credit reporting agency within 5 business days of any full payment made (instead of any mutual agreement to make full payment or full payments) with certified funds or cash.
