Statutes Amended In Order of Appearance
110 ILCS 947/15

Synopsis As Introduced
Amends the Higher Education Student Assistance Act. Makes a technical change in a Section concerning establishment of the Illinois Student Assistance Commission.

House Floor Amendment No. 1
Deletes reference to:
110 ILCS 947/15
Adds reference to:
110 ILCS 47/10

Deletes everything after the enacting clause. Amends the Fire Sprinkler Dormitory Act. Provides for an exception to the requirement that the dormitories of all post-secondary educational institutions have fire sprinkler systems by 2013 if a post-secondary educational institution files a plan with the Board of Higher Education detailing the progress of dormitory fire-sprinkler installation and a timeline for completing the planned installations no later than December 31, 2014.

House Floor Amendment No. 2
Deletes reference to:
110 ILCS 947/15
Adds reference to:
110 ILCS 47/10

Deletes everything after the enacting clause. Amends the Fire Sprinkler Dormitory Act. Provides for an exception to the requirement that the dormitories of all post-secondary educational institutions have fire sprinkler systems by 2013 if a post-secondary educational institution files a compliance plan with the Office of the State Fire Marshal, approved by the Office, by January 1, 2013. Provides that the compliance plan shall include a detailed timeline that outlines completion of the planned sprinkler system installations; the Office of the State Fire Marshal may, at its discretion, require periodic updates from a post-secondary educational institution to document its efforts to comply with the Act; all sprinkler installations required by the Act shall be completed and operational by December 31, 2014; and a violation of the fire sprinkler systems requirements is a business offense punishable by a fine of not more than $1,000 per day.

Senate Committee Amendment No. 1
Provides that the Office of the State Fire Marshal must approve the compliance plan by January 1, 2013 (instead of requiring the post-secondary educational institution to file the compliance plan with the Office by January 1, 2013). Provides that the compliance plan must be submitted no later than November 1, 2012 and must include (1) fire sprinkler system working drawings and hydraulic calculations, (2) a water supply analysis to determine available water and the need for a fire pump, and (3) a fire sprinkler system installation schedule (instead of providing that the compliance plan shall include a detailed timeline that outlines completion of the planned sprinkler system installations and the Office of the State Fire Marshal may, at its discretion, require periodic updates from a post-secondary educational institution to document its efforts to comply with the Act). Provides that if the compliance plan is approved by the Office of the State Fire Marshal, then the deadline for fire sprinklers to be installed and operational shall be extended to September 1, 2014 (instead of providing that all sprinkler installations required by the Act shall be completed and operational by December 31, 2014). Makes a technical correction.
