Synopsis As Introduced
Amends the Illinois Procurement Code. Provides that the procurement compliance monitors and each chief procurement officer may access and review records necessary to determine whether a contract, purchase, or other expenditure is or is not subject to the provisions of the Code. Effective immediately.

 Land Conveyance Appraisal Note (Dept. of Transportation)
 No land conveyances are included in this bill, therefore, there are no appraisals to be filed.

 Judicial Note (Admin Office of the Illinois Courts)
 This bill would neither increase nor decrease the number of judges needed in the State.

 Fiscal Note (Executive Ethics Commission)
 HB 4568 has minimal fiscal impact as it is a clarification of existing law.

 State Debt Impact Note (Government Forecasting & Accountability)
 HB 4568 would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness.

 Housing Affordability Impact Note (Housing Development Authority)
 This bill will have no effect on the cost of constructing, purchasing, owning, or selling a single-family residence.

 This bill has a negative fiscal impact as it gives Procurement Compliance Monitors and Chief Procurement Officers the ability to access and review records and determine if expenditures are subject to the provisions of the Illinois Procurement Code. In order to complete a review of these records, the Executive Ethics Commission may need additional personnel.

Replaces everything after the enacting clause. Amends the General Obligation Bond Act. Increases the total amount of General Obligation Bonds that the State of Illinois is authorized to issue, sell, and provide for the retirement of. Increases the amounts of General Obligation Bonds authorized to be used by the Department of Transportation for certain specified purposes. Amends the State Finance Act. Provides that money in the Capital Projects Fund shall, if and when the State of Illinois incurs any bonded indebtedness using the bond authorization enacted in this amendatory Act, be set aside and used for the purpose of paying and discharging annually the principal and interest on that bonded indebtedness then due and payable. Effective July 1, 2012.
