Synopsis As Introduced
Amends the Abused and Neglected Child Reporting Act. Provides that when there is a report of abuse or neglect involving a child under the age of 5, if the Child Protective Service Unit determines, following an investigation, that there is credible evidence that the child is abused or neglected, the Department of Children and Family Services shall refer the child to the appropriate State or local agency for a developmental screening within 60 days after the Unit's determination. Authorizes the Department to promulgate rules necessary for the implementation of this provision. Effective immediately.

House Floor Amendment No. 3
Replaces everything after the enacting clause. Amends the Abused and Neglected Child Reporting Act. Requires the Department of Children and Family Services to conduct a developmental and social-emotional screening within 45 days after the Department is granted temporary custody of a child. Provides that when a child under the age of 3 is engaged in intact family services, the Department shall offer to conduct a developmental screening within 60 days after the Department opens the case, and that for children in intact cases who are ages 3 through 5, the intact caseworker shall refer the child for a developmental screening. Requires the Department to promulgate rules necessary for implementation of this provision. Effective immediately.
