Synopsis As Introduced
Amends the Illinois Municipal Code. Provides that the corporate authorities of any municipality may establish a database and require businesses located within the municipality to register with the municipality and be listed on the database. Provides that no registration fees shall be charged, and the database shall be a public record subject to The Freedom of Information Act. Further provides that a municipality may charge any business that fails to register a penalty of up to $200. Limits the concurrent exercise of home rule powers. Effective immediately.

House Committee Amendment No. 1
Replaces everything after the enacting clause. Amends the Illinois Municipal Code. Provides that the corporate authorities of any municipality may establish a registry and require businesses located within the municipality to register with the municipality. Sets forth the type of information that can be included on an established registry. Provides that if a database is created containing information from the registry, then that database shall be a public record subject to The Freedom of Information Act. Further provides that in order to charge a business with the $200 penalty for failure to register, a municipality must have sent at least 2 notifications to the business of the requirement to register. Provides that a home rule municipality's ability to license businesses for a fee and enact regulations for that system of licensure is not limited. Effective immediately.
