Synopsis As Introduced
Amends the School Code. With respect to the issuance of substitute teacher's certificates, provides that a person who holds a bachelor of arts degree from an institution of higher learning accredited by the North Central Association or other comparable regional accrediting association or has been graduated from a recognized institution of higher learning with a bachelor's degree must also complete a 15-hour substitute authorization program approved by the State Board of Education. Sets forth required components of the program.

House Floor Amendment No. 1
Deletes everything after the enacting clause. Amends the School Code. Allows a school board to adopt a substitute authorization program for substitute teachers who do not hold a certificate valid for teaching in the common schools as shown on the face of the certificate. Sets forth what components are required to be included in a substitute authorization program.

Governor Amendatory Veto Message
Recommends that the substitute authorization program apply to substitute teachers who hold a certificate granted under the provisions of the School Code concerning substitute certificates and substitute teaching rather than to substitute teachers who do not hold a certificate valid for teaching in the common schools.
