New Act

Synopsis As Introduced
Creates the Small Business Contracts Act. Provides that not less than 10% of the total dollar amount of State contracts shall be established as a goal to be awarded to small businesses. Provides for compliance plans and annual reports to help monitor the implementation of the 10% goal. Effective immediately.

House Committee Amendment No. 1
Replaces everything after the enacting clause with substantially similar provisions, but with changes that include the following: (1) "small business" and "State contract" have the meanings provided for them in the Illinois Procurement Code (now, as defined by the Department of Central Management Services); (2) a State official or agency shall file with its respective chief procurement officer (now, the Department) an annual compliance plan for contracting with small businesses and an annual report of its utilization of small businesses; and (3) each chief procurement officer (now, the Department) shall file an annual report detailing the level of achievement toward the specified goals. Effective immediately.
