Synopsis As Introduced
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that no person who engages in the business of a locksmith shall commence work involving the keying, rekeying, installation, repair, opening, or modification of locks, for compensation that exceeds $100, without first providing to the consumer a written price estimate or a written price limit. Provides for a number of disclosures on any written price estimate or limit. Provides that the person who performs a locksmith service shall retain the original copy of the written price estimate or limit for a period of 2 years. Provides that a violation is an unlawful practice under the Act. Effective immediately.

House Floor Amendment No. 1
Provides that a person engaging in the business of a locksmith need only provide a written price estimate or a written price limit as provided to a consumer of such services primarily for personal, family, or household use.

Senate Committee Amendment No. 1
Adds reference to:
815 ILCS 655/1.5 new

Amends the Rental-Purchase Agreement Act. Provides that a rental-purchase agreement shall not be construed to be or governed by laws relating to a retail installment transaction, as defined under the Retail Installment Sales Act, or construed to be or governed by laws relating to a lease or agreement that constitutes a security interest, as defined in specified provisions of the Uniform Commercial Code.

Senate Committee Amendment No. 2
Limits the scope of the bill to locksmith businesses in counties with a population of more than 3,000,000 inhabitants.
