Synopsis As Introduced
Amends the Illinois Public Aid Code. Changes the definition of the term "recipient", as used in specified provisions under the Code, to mean persons who receive aid under the Temporary Assistance For Needy Families (TANF) Program for themselves and parents who are ineligible to receive TANF for themselves because of a criminal conviction, but who are receiving TANF for their children (rather than only persons receiving aid under the TANF program). Effective immediately.

Replaces everything after the enacting clause. Creates the Cash Management and Medicaid Maximization Act of 2011. Provides that on the effective date of the Act, or as soon thereafter as practical, for the purpose of accessing enhanced federal Medicaid matching funds that expire on June 30, 2011, on or after June 20, 2011 and no later than June 25, 2011 the State Comptroller shall direct and the State Treasurer shall transfer amounts into the Healthcare Provider Relief Fund from the Water Revolving Fund and the General Obligation Bond Retirement and Interest Fund not exceeding specified totals. Provides that if the General Revenue Fund has insufficient cash from which the State Comptroller may make repayments to the Water Revolving Fund or the General Obligation Bond Retirement and Interest Fund in order to satisfy any immediate federal or State obligations, then the Governor, the State Treasurer, and the State Comptroller shall transfer from special funds of the State excluding the Road Fund, to the extent allowed by federal law, to the Water Revolving Fund or the General Obligation Bond Retirement and Interest Fund only such amount as is immediately necessary to satisfy outstanding expenditure obligations on a timely basis, subject to provisions of the State Prompt Payment Act. Contains provisions concerning interest payable to certain special State funds, and a prohibition on payments to contractors. Effective immediately.

House Floor Amendment No. 6
Replaces everything after the enacting clause. Reinserts similar provisions with the following changes: Changes the short title to the Cash Management and Medicaid Maximization Act of 2011. Removes language requiring the State Comptroller and the State Treasurer to transfer specified amounts into the Healthcare Provider Relief Fund from the Water Revolving Fund and the General Obligation Bond Retirement and Interest Fund and instead provides that the Governor, the State Comptroller, and the State Treasurer shall transfer amounts into the Healthcare Provider Relief Fund from special funds of the State, excluding the Road Fund and the State Construction Account Fund, not to exceed $900,000,000. Changes the date by which any moneys transferred must be repaid to the fund of origin from August 31, 2011 to July 31, 2011. Makes other changes. Effective immediately.
