Replaces everything after the enacting clause. Amends the Rights of Crime Victims and Witnesses Act. Provides that when the defendant has been committed to the Department of Human Services by reason of being found not guilty by reason of insanity or any other provision of the Unified Code of Corrections, the victim may request to be notified by the releasing authority of the approval by the court of an unsupervised on-grounds pass, approval by the court of a supervised or unsupervised off-grounds pass, approval by the court of a transfer to a nonsecure facility, approval by the court of a conditional release, escape, death, or final discharge from State custody. Also provides such notice to witnesses upon written request.
