Synopsis As Introduced
Amends the Counties Code. Makes a technical change in a Section concerning board meetings.

House Floor Amendment No. 1
Deletes reference to:
55 ILCS 5/2-1001from Ch. 34, par. 2-1001
Adds reference to:
605 ILCS 5/6-111.5 new

Replaces everything after the enacting clause. Amends the Illinois Highway Code. Provides that a county unit road district may be eliminated by the same mechanism used to form the district. Provides that if a district is eliminated, the county board of the county shall determine what road system to adopt in place of the eliminated district. Provides procedures for the adoption of a new road system. Provides that the county board shall determine and oversee all steps required to divide the resources and assets of the road system that replaces the county unit road district. Provides that the county unit road district shall be eliminated and the new road system shall be created simultaneously on a date set by the board, no later than 365 days from the date of the vote to eliminate the county unit road district. Provides procedures for appointing and electing leadership of the new road system. Effective July 1, 2011.

House Floor Amendment No. 2
Replaces everything after the enacting clause with the provisions of House Amendment #1, but makes the following changes: (1) provides that the referendum question shall be "Shall the county unit road district in .... County, Illinois be eliminated and road districts be created in its place?" (instead of "Shall the county unit road district in .... County, Illinois be eliminated?"); (2) provides that an eliminated county unit road district shall be replaced by road districts (instead of "road system"). Effective July 1, 2011.

Replaces everything after the enacting clause. Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that the redevelopment project in the TIF district created by an ordinance that was adopted on March 7, 1990 by the City of Harrisburg must be completed by December 31 of the 35th year (now, the 23rd year) after the year in which the ordinance was adopted. Effective immediately.
