Synopsis As Introduced
Amends the Attorney General Act. Requires that the Attorney General create a form for agencies to list the number of cameras that they own or have access to and to post that form on its official Internet website. Provides that the Attorney General must post on its website a list of agencies that own or have access to cameras and the number of cameras that each agency owns or has access to. Defines "camera" and "agency".

Adds reference to:
20 ILCS 3930/7.8 new

Replaces everything after the enacting clause. Amends the Illinois Criminal Justice Information Act. Requires that the Illinois Criminal Justice Information Authority create a form for agencies to list the number of cameras that they own or have access to and to post that form on its official Internet website. Provides that the Illinois Criminal Justice Information Authority must post on its website a list of agencies that own or have access to cameras and the number of cameras that each agency owns or has access to. Requires that an agency submit to the Illinois Criminal Justice Information Authority a copy of any policies adopted by the agency that address camera use by the agency. Provides that the camera use policies must be posted on the Illinois Criminal Justice Information Authority's website. Defines "camera" and "agency".

Governor Amendatory Veto Message
Recommends that the form shall require agencies to list the number of cameras that they own or that are under the direct control of the agency (rather than those the agency has access to). Recommends that reference to the Department of Juvenile Justice School Districts be deleted from the bill. Recommends that for purposes of the amendatory Act, "agency" does not include the Department of Corrections or the Department of Juvenile Justice. Recommends that in the definition of "camera" an outdoor camera must be permanently mounted or affixed to a building or other structure. Recommends that the term "camera" does not include any device located at a correctional facility, county or municipal jail, courthouse, police station, power plant, water treatment facility, or airport.
