Amends the Environmental Protection Act. Makes a technical change in a Section concerning the short title.

Replaces everything after the enacting clause. Amends the Environmental Protection Act. Authorizes the owners and operators of facilities accepting exclusively general construction and demolition debris to receive double the credit for asphalt shingles that they divert to a shingle recycling facility approved by the Department. Amends the Illinois Highway Code. Requires the Department of Transportation's asphalt mix designs to allow for the use of recycled shingles in specified quantities. Requires the Department to set the goal of maximizing the use of recycled materials in asphalt paving projects. Requires the Department of Transportation to report annually on projects initiated or abandoned to meet these goals. Authorizes legislative committee hearings to be held to review the findings in the annual reports.

Removes a provision which specifies that asphalt roofing shingles (rather than roofing shingles) are to be included within the definition of general construction and demolition debris. Moves the double credit provision from a Section concerning beneficial use determinations to a Section concerning facilities that accept exclusively general construction and demolition debris for transfer, storage, or treatment. Provides that it shall be the goal of the Department of Transportation to maximize the use of recycled aggregates and other lower-cost constituents (instead of other constituents) so long as there is no detrimental impact on life-cycle costs. Corrects an erroneous cross-reference.
