Synopsis As Introduced
Amends the Illinois Vehicle Code. Provides that no person may occupy a vehicle or the cargo area of a second division vehicle while it is being towed upon a public highway. Creates an exemption when the vehicle does not exceed 15 miles per hour and is used in connection with a parade or farming activity, or if the speed does not exceed 15 miles per hour and the passenger is over 18.

House Committee Amendment No. 1
Adds an exception in cases where the occupancy of the towed vehicle is necessary to avoid an imminent threat to a person's safety due to extreme weather conditions or another emergency situation.

Senate Committee Amendment No. 1
Replaces everything after the enacting clause. Amends the Illinois Vehicle Code. Replaces the language of the existing law prohibiting a person from occupying a house trailer or travel trailer while it is being towed upon a public highway with language prohibiting a person from occupying a trailer, semitrailer, farm wagon, or other vehicle while it is being towed upon a public highway, unless: the occupancy of the towed vehicle is necessary to avoid an imminent threat to a person's safety due to extreme weather conditions or another emergency situation; the speed of the vehicle does not exceed 15 miles per hour and the vehicle is used in connection with a parade, farming-related activity, or similar activity; or the speed of the vehicle does not exceed 15 miles per hour and the passenger is over the age of 18.
