Synopsis As Introduced
Amends the Vital Records Act to provide that the electronic reporting system for death registrations shall be used to transfer information to the Department on Aging for the administration of the Seniors Ride Free program.

House Committee Amendment No. 1
Provides that the electronic reporting system for death registrations shall be used to transfer information to the Department on Aging not less than once every 3 months and that the Department shall transfer the information without charge or fee and not less than once every 3 months to any mass transit organization that administers a reduced transit fare, no fare, or paratransit program for the purpose of updating the rosters of such programs (instead of transfer information to the Department on Aging for the administration of the Seniors Ride Free program).

Replaces everything after the enacting clause. Amends the Vital Records Act in the provision concerning the electronic reporting system for death registrations. Provides that commencing on or before January 1, 2012, upon the request of (i) a governmental mass transit organization that administers a reduced transit fare, no fare, or paratransit program or (ii) a county assessor that administers an exemption program, the Department of Public Health shall enter into an intergovernmental agreement on a form prepared by the Department for the electronic sharing of the rosters of such programs with the Department for the sole purpose of the Department comparing the persons on the rosters with persons whose deaths have been recorded in the electronic reporting system to identify apparent matches. Sets forth provisions concerning the frequency of the sharing of information, safeguards to protect the confidentiality of the information shared, exemption from the Freedom of Information Act, and transaction fees. Amends the Property Tax Code, Metropolitan Transit Authority Act, Local Mass Transit District Act, and Regional Transportation Authority Act by setting forth provisions concerning intergovernmental agreements entered into with the Department of Public Health for the electronic sharing of data with the Department for the sole purpose of identifying certain persons whose deaths have been recorded in the electronic reporting system. Amends the Freedom of Information Act to grant an exemption to information concerning the rosters of recorded deaths pursuant to the provisions of the Vital Records Act concerning the intergovernmental sharing of such information.
