Amends the Road Improvement Impact Fee Law of the Illinois Highway Code. Makes a technical change in a Section concerning the short title.

	Adds reference to:
	New Act

Replaces everything after the enacting clause. Creates the Cellular Phone Use and Automobile Accidents Reporting Act. Provides that police reports shall include if an automobile accident involved the use of a cellular phone and directs the Department of Transportation to compile statistics from State, county, and municipal law enforcement agencies related to cellular phone use and automobile accidents.
