Amends the Illinois Local Library Act. Makes a technical change in a Section concerning penalties.

House Floor Amendment No. 2

	Deletes reference to:
	75 ILCS 5/1-5

	Adds reference to:
	75 ILCS 10/8.1	from Ch. 81, par. 118.1

Replaces everything after the enacting clause. Amends the Illinois Library System Act. In a Section concerning grants to public libraries, provides that a public library may be eligible for a grant even if the library's tax levy for library purposes has been lowered to a rate of less than 0.13% if the State Librarian determines that the library (i) meets the other requirements of the Section and (ii) received a grant under this Section in the previous fiscal year. Effective immediately.
