| AN ACT concerning animals.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Carrier, Racing, Hobby, and Show Pigeon Act |
| 5 |
| of 1993 is amended by changing Section 7 as follows:
|

| 7 |
| Sec. 7.
A municipality located in a county with fewer than |
| 8 |
| 3,000,000
inhabitants or a county shall not enact an
ordinance |
| 9 |
| which prohibits the orderly keeping of carrier pigeons, hobby, |
| 10 |
| or
show pigeons, except that any municipality located within a |
| 11 |
| county having
3,000,000 or more inhabitants may enact an |
| 12 |
| ordinance to prohibit or regulate
the orderly keeping of |
| 13 |
| carrier, racing, hobby, or show pigeons. A county shall not |
| 14 |
| enact an ordinance which prohibits or regulates the orderly |
| 15 |
| keeping of carrier pigeons, hobby, or show pigeons.

| Section 99. Effective date. This Act takes effect upon |

| becoming law.
