1 | | HOUSE RESOLUTION
|
2 | | WHEREAS, Each year, an estimated 250 people fall through |
3 | | ice-covered bodies of water and drown; most are boys between |
4 | | the ages of 6 and 15 years; and
|
5 | | WHEREAS, On February 19, 2010, Kathy Kohler Baxmeyer, her |
6 | | son, Kadin, and Kadin's best friend, Austin, all drowned after |
7 | | ice gave way on a frozen pond, the boys fell through, and |
8 | | Kadin's mom tried to save them; and
|
9 | | WHEREAS, Project SKiPPeR was created out of that tragedy |
10 | | and is an educational program that will go into schools and |
11 | | teach children about the dangers of ice-covered water; and
|
12 | | WHEREAS, Project SKiPPeR is an acronym for "stay calm, kick |
13 | | like a swimmer, aim for ice edge, prop arms onto ice opening, |
14 | | pull yourself up onto ice, exit the water, roll away"; |
15 | | therefore, be it

16 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
17 | | NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
18 | | respectfully request that the State Board of Education inform |
19 | | school districts about Project SKiPPeR; and be it further
