|
2 | | WHEREAS, Daniel W. Hynes was first elected as Illinois' |
3 | | State Comptroller in 1998; since then, he has given 12 years of |
4 | | exemplary public service to the State of Illinois; and
|
5 | | WHEREAS, Comptroller Hynes has been an exceptionally |
6 | | capable steward of State finances and has been a leading voice |
7 | | for fiscal responsibility and accountability of State tax |
8 | | dollars; and
|
9 | | WHEREAS, Comptroller Hynes has promoted transparency in |
10 | | government; he has been a leading advocate in creating |
11 | | Illinois' first Rainy Day Fund and has worked diligently for |
12 | | budgetary and fiscal reforms in State government; and
|
13 | | WHEREAS, Under Comptroller Hynes' leadership, the |
14 | | Comptroller's Office has endeavored to make the Office more |
15 | | productive and cost efficient through significantly reducing |
16 | | personnel, increasing State debt collection efforts, |
17 | | streamlining local government reporting, and initiating |
18 | | consumer protection efforts within the cemetery care industry; |
19 | | and
|
20 | | WHEREAS, Comptroller Hynes has successfully fought for |
21 | | more comprehensive ethics laws and signed an Executive Order |

1 | | imposing such policies in his own office, all while working for |
2 | | passage of a statewide ban on "pay-to-play" politics; and
|
3 | | WHEREAS, Comptroller Hynes has acted as a fiscal watchdog |
4 | | in the interest of State taxpayers, including his refusal to |
5 | | pay for flu vaccines that the State had failed to procure in |
6 | | accordance with State law; and
|
7 | | WHEREAS, Comptroller Hynes has led efforts to obtain State |
8 | | funding for lifesaving stem cell research, initiated laws to |
9 | | prevent overtime pay losses for as many as 375,000 Illinois |
10 | | workers, and administered an executive order suspending |
11 | | payments to contractors who do not comply with Illinois' |
12 | | Prevailing Wage Act; and |
13 | | WHEREAS, Comptroller Hynes and his wife, Dr. Christina |
14 | | Kerger Hynes, live in Chicago with their 3 fine sons, Charlie, |
15 | | Liam, and Finn; therefore, be it

16 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
17 | | NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
18 | | extend our thanks and appreciation to Daniel W. Hynes for his |
19 | | service to the citizens and taxpayers of Illinois and wish him |
20 | | success in all of his future endeavors; and be it further
