HOUSE RESOLUTION

 
2     WHEREAS, The Republic of China (Taiwan) has achieved
3 economic and social stability; in the last 2 decades, Taiwan
4 has been lauded as a beacon of democracy for Asia, has
5 dramatically improved its record on human rights, and has taken
6 great steps forward to enter the world arena as a trusted
7 partner; and
 
8     WHEREAS, The State of Illinois has a strong cultural and
9 economic relationship with Taiwan since the establishment of
10 sister-state relations with Taiwan on August 27, 1992; and
 
11     WHEREAS, Taiwan's absence from international organizations
12 dealing with climate change has impeded Taiwan's ability to
13 respond to natural disasters like Typhoon Morakot, which struck
14 Taiwan in the summer of 2009 during an unusually bad typhoon
15 season in the Pacific that was possibly exacerbated by climate
16 change; in addition, the global initiative to tackle climate
17 change has been impaired by the lack of participation (observer
18 status) of Taiwan, the world's 17th-largest economy; and
 
19     WHEREAS, The government of Taiwan has expressed its
20 gratitude for the assistance and condolences of the
21 international community in the wake of Typhoon Morakot in 2009,
22 as dozens of international organizations and nations stepped up

1 to help, including the United States, which supplied military
2 equipment for rescue and recovery operations, the European
3 Union, Japan, and the Chinese mainland; and
 
4     WHEREAS, Aviation safety has become a major global concern
5 since 2001; Taiwan is a key air transport hub in the
6 Asia-Pacific region, with over 1.35 million flights passing
7 through the Taipei Flight Information Region, and has the
8 world's 15th-largest airport by cargo volume, Taoyuan
9 International Airport; and
 
10     WHEREAS, The government of Taiwan has undertaken a policy
11 of "flexible diplomacy" in its international relations and a
12 pragmatic approach to China, having completed a number of
13 cross-strait liberalization measures, including regular,
14 direct passenger flights between mainland China and Taiwan and
15 other goodwill measures, resulting in reciprocal gestures and
16 rapprochement between Taipei and Beijing; therefore, be it
 
17     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
18 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
19 affirm our support for the participation of Taiwan in the
20 United Nations Framework Convention on Climate Change (UNFCCC)
21 and the International Civil Aviation Organization (ICAO) to
22 increase Taiwan's international space and contribution to the
23 global community; and be it further

1     RESOLVED, That suitable copies of this resolution be
2 presented to U.S. Secretary of State Hillary Clinton, UNFCCC
3 Executive Secretary Yvo de Boer, ICAO Secretary General Raymond
4 Benjamin, and the Taipei Economic and Cultural Office in
5 Chicago.
