HOUSE RESOLUTION

 
2     WHEREAS, The members of the Illinois House of
3 Representatives are saddened to learn of the death of Allen
4 Hilaire Small, who passed away on December 26, 2009; and
 
5     WHEREAS, Allen Small was born on July 13, 1928 in Evanston;
6 his parents were Azalea and Allen Lawrence Small; he was the
7 older brother of Conrad and Roselle; and
 
8     WHEREAS, Allen Small was raised in the Washington Park area
9 of Chicago and on the far South Side, near the Chesterfield
10 community; and
 
11     WHEREAS, Allen Small attended St. Anselm School and Fenger
12 High School; he then furthered his education by earning
13 associate's degrees from the Illinois Institute of Technology
14 and Wilson Junior College and his bachelor's degree from DePaul
15 University; and
 
16     WHEREAS, Allen Small served as a military police officer in
17 the United States Army until he was honorably discharged;
18 during his career in the Army, he fought in the Korean War;
19 after returning to Chicago, he began working at the United
20 States Post Office; and

1     WHEREAS, Soon after his marriage, Allen Small landed a
2 coveted position with the City of Chicago's Building
3 Department, where he worked for 40 years until his retirement;
4 he, along with a handful of other African-American men, was
5 hired as a building inspector, although no one thought the men
6 would last a year; his final project as Supervisor of
7 Demolition was the demolition of the old Comiskey Park; and
 
8     WHEREAS, Allen Small was often thought of as a "walking
9 encyclopedia"; he read the Encyclopedia Britannica from A to Z;
10 and
 
11     WHEREAS, Allen Small married Marian Morris in 1957;
12 together, the couple had 2 children, Perri Roselle and Allen
13 Conrad; and
 
14     WHEREAS, Allen Small is survived by his children, Perri and
15 Allen; his wife, Marian; his great-aunt, Annabelle Smith; his
16 sisters-in-law, Angela Wiley and Barbara Small; his niece, Eva
17 Hill; his godson, Jalen-Paul Malone; and his many other
18 relatives and friends; therefore, be it
 
19     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
20 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
21 mourn, along with his family and friends, the passing of Allen
22 Hilaire Small; and be it further

2 presented to the family of Allen Hilaire Small as an expression
3 of our sympathy.
