| HOUSE RESOLUTION
|

| WHEREAS, The Department of Central Management Services Law |
3 |
| of the Civil Administrative Code of Illinois vests the |
4 |
| Department of Central Management Services with responsibility |
5 |
| for acquiring, maintaining, and administering the fleet of |
6 |
| passenger cars used by State executive agencies and their |
7 |
| employees; and
|
8 |
| WHEREAS, It is in the interest of the State of Illinois to |
9 |
| have the cars in that fleet used only for official State |
10 |
| business; and
|
11 |
| WHEREAS, The public must be assured that the Department of |
12 |
| Central Management Services is effectively regulating, |
13 |
| providing adequate oversight over, and disciplining State |
14 |
| employees who improperly use passenger cars in the State fleet; |
15 |
| therefore, be it
|
16 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
17 |
| NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
18 |
| the Auditor General is directed to conduct an audit of the |
19 |
| Department of Central Management Services's operation of the |
20 |
| fleet of passenger cars used by State executive agencies and |
21 |
| employees; and be it further

| RESOLVED, That the audit must include a review and written |
2 |
| assessment of the following:
|
3 |
| (1) the total number of passenger cars in the State |
4 |
| fleet as well as the number of those cars that each |
5 |
| executive agency operates; |
6 |
| (2) the total number of passenger cars in the State |
7 |
| fleet that employees in each executive agency may take to |
8 |
| their homes; |
9 |
| (3) whether it is necessary or advisable for State |
10 |
| employees to take vehicles identified under paragraph (2) |
11 |
| to their homes; |
12 |
| (4) the total annual cost that the State, as a whole, |
13 |
| and each executive agency spent in fiscal year 2009 on |
14 |
| vehicles in the State fleet, including, but not limited to, |
15 |
| any sums paid for purchasing, insuring, maintaining, and |
16 |
| operating passenger cars in the State fleet; |
17 |
| (5) the adequacy of the system used by the Department |
18 |
| of Central Management Services to record the use and |
19 |
| maintenance of passenger cars in the State fleet; |
20 |
| (6) the adequacy of the system of checks used by the |
21 |
| Department of Central Management Services to ensure that |
22 |
| passenger vehicles in the State fleet are not used by State |
23 |
| employees for non-official business; and |
24 |
| (7) whether it is possible to implement a system that |
25 |
| would allow the Department of Central Management Services |
26 |
| to track vehicles and identify whether they are being used |

| only for official business;
and be it further |
2 |
| RESOLVED, That the Department of Central Management |
3 |
| Services and any other entity or person that may have |
4 |
| information relevant to this audit shall cooperate fully and |
5 |
| promptly with the Auditor General's Office in the conduct of |
6 |
| this audit; and be it further |
7 |
| RESOLVED, That the Auditor General commence this audit as |
8 |
| soon as possible and distribute a report of the audit upon |
9 |
| completion in accordance with Section 3-14 of the Illinois |
10 |
| State Auditing Act; and be it further |
11 |
| RESOLVED, That a copy of this resolution be delivered to |
12 |
| the Auditor General and the Department of Central Management |
13 |
| Services.
