2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to honor former Decatur City | ||||||
4 | Council members Mayor Michael Carrigan, Councilman Shad | ||||||
5 | Edwards, Councilwoman Betsy Stockard, and Councilman Dan | ||||||
6 | Caulkins for their service to the people of Decatur; and
| ||||||
7 | WHEREAS, Former Mayor of Decatur Michael Carrigan was first | ||||||
8 | elected to the Decatur City Council in 1995; during his fourth | ||||||
9 | term on the City Council he was appointed as Mayor to fill an | ||||||
10 | unexpired term; he has served on the Decatur-Macon County | ||||||
11 | Economic Development Foundation, the Decatur Celebration | ||||||
12 | Board, the Macon County Merit Committee, the Decatur-Macon | ||||||
13 | County United Way Executive Board, and is a former trustee of | ||||||
14 | the NECA-IBEW Health and Welfare Trust Fund and the NECA-IBEW | ||||||
15 | Pension Trust Fund; and
| ||||||
16 | WHEREAS, Former Councilman Shad Edwards is a community | ||||||
17 | policing Sergeant with the Illinois State Police; he began | ||||||
18 | serving on the Decatur City Council in 2005 and served until | ||||||
19 | 2009; he was a past President of the Coalition of Neighborhood | ||||||
20 | Organizations; he is a member of Keep Decatur/Macon County | ||||||
21 | Beautiful, Operation Sparkle and Shine, the Decatur Snow Ski | ||||||
22 | Club, the Decatur Chamber of Commerce, the Adopt-A-Street | ||||||
23 | Program, the Turning Point Environmental Committee, and many |

1 | other organizations; and
| ||||||
2 | WHEREAS, Former Councilwoman Betsy Stockard served on the | ||||||
3 | City Council beginning in 1997; she initiated the "Stop the | ||||||
4 | Violence" marches in Decatur in April of 1994, which continued | ||||||
5 | until April of 1995; she also began the Central Illinois | ||||||
6 | violence-gang prevention agency, "The Youth Empowerment | ||||||
7 | Agency"; she is a board member of the Women in Municipal | ||||||
8 | Government and a member of the Crime and Public Safety | ||||||
9 | Committee for National League of Cities; and
| ||||||
10 | WHEREAS, Former Councilman Dan Caulkins served his term on | ||||||
11 | the Decatur City Council from May of 2005 to April of 2009; he | ||||||
12 | is involved with United Cerebral Palsy, the Decatur Area Arts | ||||||
13 | Council, Pathways to Independence, Prairieland ABATE, American | ||||||
14 | Legion Post 105, the Illinois Raptor Center, and the Macon | ||||||
15 | County Historical Society; therefore, be it
| ||||||
16 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
17 | NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
18 | honor former Decatur City Council members Mayor Michael | ||||||
19 | Carrigan, Councilman Shad Edwards, Councilwoman Betsy | ||||||
20 | Stockard, and Councilman Dan Caulkins and wish them well in | ||||||
21 | their future endeavors; and be it further
| ||||||
22 | RESOLVED, That suitable copies of this resolution be |
