2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to congratulate the pediatricians, | ||||||
4 | family physicians, nurse practitioners, staff, volunteers, and | ||||||
5 | supporters of the Enhancing Developmentally Oriented Primary | ||||||
6 | Care (EDOPC) project on the occasion of being the recipients of | ||||||
7 | the 2008 Summit Award from the American Society of Association | ||||||
8 | Executives (ASAE) and the Associations Advance America (AAA) | ||||||
9 | Committee of the Center for Association Leadership; and
| ||||||
10 | WHEREAS, The EDOPC project is a collaborative partnership | ||||||
11 | between the Illinois Chapter of the American Academy of | ||||||
12 | Pediatrics (ICAAP), the Advocate Health System's Healthy Steps | ||||||
13 | for Young Children Program, the Illinois Academy of Family | ||||||
14 | Physicians (IAFP), the Ounce of Prevention Fund, the Illinois | ||||||
15 | Department of Healthcare and Family Services, and multiple | ||||||
16 | private foundations to improve the health and development of | ||||||
17 | Illinois children; and
| ||||||
18 | WHEREAS, The EDOPC project has sought to increase primary | ||||||
19 | care providers' use of validated tools for developmental | ||||||
20 | screening, socioemotional screening, and maternal depression | ||||||
21 | screening; the project also seeks to raise awareness of | ||||||
22 | symptoms of autism during pediatric visits with children under | ||||||
23 | the age of 3 and has recently added promotion of screening for |

1 | domestic violence, another family risk factor that impacts | ||||||
2 | child development; and
| ||||||
3 | WHEREAS, Such developmental screening by means of a | ||||||
4 | validated developmental screening tool has been demonstrated | ||||||
5 | to appropriately address the social and emotional needs of | ||||||
6 | families and improve rates of identification of developmental | ||||||
7 | delay and referrals to the early intervention program, | ||||||
8 | providing critical notice of development problems before it is | ||||||
9 | too late; and
| ||||||
10 | WHEREAS, The EDOPC project has had a profoundly positive | ||||||
11 | impact on pediatric primary care providers, enabling these | ||||||
12 | providers to have greater knowledge of key developmental | ||||||
13 | topics, have greater confidence during the identification | ||||||
14 | process, overcome barriers to the implementation of routine | ||||||
15 | screening, and increase the frequency of screening tool use and | ||||||
16 | subsequent referrals; and

17 | WHEREAS, The EDOPC project has initiated another | ||||||
18 | three-year phase, taking place from 2008 to 2010, that will | ||||||
19 | provide for outreach to additional pediatric and family | ||||||
20 | practice providers in the State and further address barriers to | ||||||
21 | care coordination and entry into services; this phase will | ||||||
22 | foster more "medical homeness" and patient-centered care; | ||||||
23 | therefore, be it

1 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
2 | NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
3 | congratulate the pediatricians, family physicians, nurse | ||||||
4 | practitioners, staff, volunteers, and supporters of the | ||||||
5 | Enhancing Developmentally Oriented Primary Care project on the | ||||||
6 | occasion of being the recipients of the 2008 Summit Award and | ||||||
7 | wish them continued success in the future; and be it further
| ||||||
8 | RESOLVED, That a suitable copy of this resolution be | ||||||
9 | presented to the lead organizations of the EDOPC project as a | ||||||
10 | symbol of our esteem and respect.
