2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to congratulate Dr. Sandra | ||||||
4 | Fontanez-Phelan on the occasion of her retirement as principal | ||||||
5 | of Kelvyn Park High School; and
| ||||||
6 | WHEREAS, Dr. Fontanez-Phelan was born in Las Piedras, | ||||||
7 | Puerto Rico; she was raised on Chicago's South Side in the | ||||||
8 | Bridgeport neighborhood; and
| ||||||
9 | WHEREAS, Dr. Fontanez-Phelan has been the first to graduate | ||||||
10 | elementary school, high school, and college in her family; she | ||||||
11 | is a graduate of Healy Elementary School and Tilden High School | ||||||
12 | in Chicago; she is a graduate of the University of Illinois, | ||||||
13 | where she earned her Bachelor's and Master's of Arts in | ||||||
14 | Education; she then completed her doctoral studies at Illinois | ||||||
15 | State University in Administration and Special Education; and | ||||||
16 | WHEREAS, Dr. Fontanez-Phelan has dedicated the last 36 | ||||||
17 | years to educating high school youth; she has held many | ||||||
18 | positions, including teacher, counselor, bilingual special | ||||||
19 | education master teacher, assistant principal, manager, | ||||||
20 | coordinator, director of special education, Compliance and Due | ||||||
21 | Process Facilitator, Level I hearing officer for the State of | ||||||
22 | Illinois, Director in the Office of High School Programs, |

1 | Middle School Principal, and High School Principal; and
| ||||||
2 | WHEREAS, During Dr. Fontanez-Phelan's tenure as principal | ||||||
3 | of Kelvyn Park High School, the school has experienced a true | ||||||
4 | renaissance; she has been instrumental in gaining the | ||||||
5 | community's trust in her and the school, with her inclusive | ||||||
6 | style empowering students, parents, the community, and the | ||||||
7 | staff to effect change and instill the belief that Kelvyn Park | ||||||
8 | can and does provide a world class education in a neighborhood | ||||||
9 | school; and
| ||||||
10 | WHEREAS, Dr. Fontanez-Phelan's career has also included | ||||||
11 | community work, counseling, creating university partnerships, | ||||||
12 | and summer employment training; she has devoted great amounts | ||||||
13 | of time to reaching out to the young people in her community | ||||||
14 | and has created programs to provide post-secondary | ||||||
15 | opportunities for her students; through her efforts, millions | ||||||
16 | of dollars in scholarships have been awarded over the past | ||||||
17 | seven years to the students in her school community; through | ||||||
18 | her involvement as a Board member for the Puerto Rican Arts | ||||||
19 | Alliance, she has helped her students value the contribution of | ||||||
20 | the arts; she has also been a proud member of NHAE for many | ||||||
21 | years; and
| ||||||
22 | WHEREAS, Dr. Fontanez-Phelan currently resides on the | ||||||
23 | North Side of Chicago with her husband and her two sons; and |

| |||||||
1 | WHEREAS, Dr. Fontanez-Phelan serves as a model of hard | ||||||
2 | work, integrity, and dedication for the people of the State of | ||||||
3 | Illinois; therefore, be it
| ||||||
4 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
5 | NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
6 | congratulate Dr. Sandra Fontanez-Phelan on the occasion of her | ||||||
7 | retirement and wish her many happy and healthy retirement | ||||||
8 | years; and be it further

9 | RESOLVED, That a suitable copy of this resolution be | ||||||
10 | presented to Dr. Sandra Fontanez-Phelan as a symbol of our | ||||||
11 | esteem and respect.
