| HOUSE RESOLUTION
|

| WHEREAS, The members of the Illinois House of |
3 |
| Representatives are pleased to congratulate William A. Biang on |
4 |
| the occasion of his retirement as Chief of the Waukegan Police |
5 |
| Department; and
|
6 |
| WHEREAS, William Biang began his career with the Waukegan |
7 |
| Police Department in July of 1978 after graduating Cum Laude |
8 |
| from Western Illinois University with a Bachelor of Applied |
9 |
| Science degree in law enforcement administration; he is a |
10 |
| graduate of the FBI National Academy 181st Session and the |
11 |
| Northwestern University School of Police Staff and Command, as |
12 |
| well as a graduate of numerous IACP and Illinois State Police |
13 |
| management and technical courses; and
|
14 |
| WHEREAS, In 1983, William Biang was promoted to Sergeant |
15 |
| and was assigned to the Patrol Division, Criminal |
16 |
| Investigations Bureau to perform both adult and juvenile |
17 |
| investigations; he was also assigned to the Community Services |
18 |
| Division; in 1989, he was promoted to lieutenant and was |
19 |
| assigned as the Juvenile Bureau Commander; from 1990 to 1993, |
20 |
| he was appointed to serve as Deputy Chief of Police and was |
21 |
| responsible for all operational aspects of the police |
22 |
| department, including patrols, special operations, and |
23 |
| investigations; and
|

| WHEREAS, In 1993, William Biang earned the rank of Captain |
2 |
| and was assigned as the Commander of Administrative Services, |
3 |
| where he was in charge of Internal Affairs; he was then |
4 |
| assigned to serve as the Commander of Special Operations, where |
5 |
| he took charge of gang and narcotics investigations, as well as |
6 |
| S.W.A.T. operations; in 1996, he organized the Repeat Offender |
7 |
| Strike Force of Lake County, a multi-jurisdictional task force, |
8 |
| and served as its first commander; in 1997, he was re-appointed |
9 |
| as the Deputy Chief of Police and was responsible for Support |
10 |
| Services; as Deputy Chief, he was instrumental in adopting and |
11 |
| implementing Community Policing and Neighborhood Policing |
12 |
| strategies within the Waukegan Police Department; in 2003, he |
13 |
| was appointed to serve as the Chief of the Waukegan Police |
14 |
| Department, where he remained until his retirement; and
|
15 |
| WHEREAS, William Biang is a member of numerous community |
16 |
| and law enforcement organizations, including the Advisory |
17 |
| Board of the Staben Center, the Northern Illinois Council on |
18 |
| Alcoholism and Substance Abuse (NICASA), the IACP, the Illinois |
19 |
| Chiefs of Police, the Lake County Chiefs of Police, the |
20 |
| Metropolitan Enforcement Group Board of Directors, and the |
21 |
| Board of the Northern Illinois Police Crime Lab; he is a board |
22 |
| member of Boys and Girls Club of Lake County and the Lake |
23 |
| County YMCA; he has also served as vice president of the Board |
24 |
| of the Lake County Major Crimes Task Force; and
|

| WHEREAS, William Biang lives in Waukegan with his wife and |
2 |
| his three children; therefore, be it
|
3 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
4 |
| NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
5 |
| congratulate William A. Biang on the occasion of his retirement |
6 |
| and wish him many happy and healthy retirement years; and be it |
7 |
| further
|
8 |
| RESOLVED, That a suitable copy of this resolution be |
9 |
| presented to William Biang as a symbol of our esteem and |
10 |
| respect.
