| HOUSE JOINT RESOLUTION
|

| WHEREAS, Propane, otherwise known as Liquefied Petroleum |
3 |
| Gas or LPG, is a by-product of natural gas processing and |
4 |
| petroleum refining; and
|
5 |
| WHEREAS, Propane has been used as a transportation fuel |
6 |
| since the 1940s; and
|
7 |
| WHEREAS, Propane can be used to replace gasoline in |
8 |
| light-duty vehicles and diesel in heavy-duty vehicles; and
|
9 |
| WHEREAS, There are more than 270,000 on-road propane |
10 |
| vehicles in the United States and more than 10 million |
11 |
| worldwide; and
|
12 |
| WHEREAS, Many of these vehicles are used in fleets, |
13 |
| including light-duty and heavy-duty trucks, buses, taxicabs, |
14 |
| police cars, and rental and delivery vehicles; and
|
15 |
| WHEREAS, Certified installers can economically and |
16 |
| reliably retrofit many light-duty vehicles for propane |
17 |
| operation; and
|
18 |
| WHEREAS, Compared with vehicles fueled with conventional |
19 |
| diesel and gasoline, propane-powered vehicles can produce |
|

| significantly lower amounts of some harmful emissions and the |
2 |
| greenhouse gas carbon dioxide; and
|
3 |
| WHEREAS, According to the Propane Education and Research |
4 |
| Council, propane cuts emissions of toxins and carcinogens, such |
5 |
| as benzene and toluene, by up to 96% compared to gasoline; and
|
6 |
| WHEREAS, Propane in its liquid state has the lowest |
7 |
| flammability range of any alternate fuel, which reduces the |
8 |
| chances of a vehicle fire in propane-powered vehicles; and
|
9 |
| WHEREAS, Propane is non-toxic and slightly soluble, and it |
10 |
| biodegrades rapidly in soil, water, or air; and
|
11 |
| WHEREAS, There are approximately 2,500 propane fueling |
12 |
| stations in the United States, which is the largest fueling |
13 |
| infrastructure of any alternative fuel; and
|
14 |
| WHEREAS, According to the United States Department of |
15 |
| Energy Alternative Fuels and Advanced Vehicles Data Center, |
16 |
| there are approximately 74 propane fueling stations in |
17 |
| Illinois; therefore, be it
|
18 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
19 |
| NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE |
20 |
| SENATE CONCURRING HEREIN, that there is established a Joint |

| Task Force on Propane-Powered Vehicles to study the feasibility |
2 |
| of converting State and local governmental vehicles to |
3 |
| propane-powered vehicles; and be it further
|
4 |
| RESOLVED, That the Joint Task Force shall examine, at a |
5 |
| minimum, issues such as the availability of propane-powered |
6 |
| vehicles and their cost, the types of vehicles to be converted |
7 |
| to propane-powered vehicles, the potential costs and benefits |
8 |
| of converting vehicles to propane-powered vehicles, the |
9 |
| current infrastructure for the delivery of propane, the |
10 |
| availability of propane, and a potential timeframe for |
11 |
| converting State and local governmental vehicles to |
12 |
| propane-powered vehicles; and be it further
|
13 |
| RESOLVED, That the Joint Task Force shall be under the |
14 |
| Department of Central Management Services, which shall provide |
15 |
| staff support; and be it further
|
16 |
| RESOLVED, That the members of the Joint Task Force shall |
17 |
| include: 2 members appointed by the President of the Senate; 2 |
18 |
| members appointed by the Minority Leader of the Senate; 2 |
19 |
| members appointed by the Speaker of the House; 2 members |
20 |
| appointed by the Minority Leader of the House; the Director of |
21 |
| Central Management Services or his or her designee; the |
22 |
| President of the University of Illinois or his or her designee; |
23 |
| the Director of the Illinois Environmental Protection Agency or |

| his or her designee; the Director of Commerce and Economic |

| Opportunity or his or her designee; one member of an |

| association representing municipal governments, appointed by |

| association representing county governments, appointed by the |
6 |
| Director of Central Management Services; one member of an |
7 |
| association representing the petroleum industry, appointed by |
8 |
| the Director of Central Management Services; one member of an |
9 |
| association representing petroleum marketers, appointed by the |
10 |
| Director of Central Management Services; one member |
11 |
| representing automobile manufacturers, appointed by the |
12 |
| Director of Central Management Services; one member |
13 |
| representing propane suppliers, appointed by the Director of |
14 |
| Central Management Services; one member of an association |
15 |
| representing environmental interests, appointed by the |
16 |
| Director of Central Management Services; one member of an |
17 |
| association representing school districts, appointed by the |
18 |
| Director of Central Management Services; and one member of an |
19 |
| association representing a statewide health organization, |
20 |
| appointed by the Director of Central Management Services; and |
21 |
| be it further
|
22 |
| RESOLVED, That one member of each political party shall be |
23 |
| selected by the Joint Task Force to serve as co-chairpersons; |
24 |
| and be it further
|

| RESOLVED, That the Joint Task Force shall meet at the call |
2 |
| of the co-chairs and that the members shall serve without |
3 |
| compensation; and be it further
|
4 |
| RESOLVED, That the Joint Task Force shall report its |
5 |
| findings and recommendations to the Secretary of the Senate and |
6 |
| the Clerk of the House by July 1, 2010; and be it further
|
7 |
| RESOLVED, That a suitable copy of this resolution be |
8 |
| presented to the Director of Central Management Services, the |
9 |
| Director of the Illinois Environmental Protection Agency, the |
10 |
| Director of Commerce and Economic Opportunity, and the |
11 |
| President of the University of Illinois.
