Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that beginning July 1, 2010, the Department shall annually, instead of monthly, issue a health card to individuals suffering from a permanent physical disability. Defines "permanent physical disability" to mean a permanent physical impairment, resulting from
disease, injury, functional disorder, or congenital condition which renders
a person incapable of adequately providing for his or her own health and personal
care. Effective July 1, 2010.

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The Illinois Public Aid Code is amended by |
5 |
| changing Section 5-20 as follows:
|

| (305 ILCS 5/5-20)
|

| Sec. 5-20. Electronic health care card. By December 31, |
8 |
| 1994, the
Illinois Department may develop and implement by rule |
9 |
| an electronic health
information system to process claims |
10 |
| electronically and to electronically store
Medicare and |
11 |
| Medicaid patient records, medical histories, and billing
|
12 |
| information. The Illinois Department may issue each Medicare |
13 |
| and Medicaid
recipient a health card containing electronically |
14 |
| coded information that will
access the system, verify their |
15 |
| Medicare or Medicaid status, and display how
much the patient |
16 |
| must pay in deductibles or copayments for a medical procedure.

| The Illinois Department may also develop safeguards to protect |
18 |
| recipients'
health information from misuse or unauthorized |
19 |
| disclosure.
