Amends the Children and Family Services Act. Provides that the Department of Children and Family Services shall provide a voucher in the amount of $50 to low-income families to be applied to the purchase of a child restraint system that meets the requirements of the Child Passenger Protection Act. Defines "low-income family" to mean a family with household income equal to or less than 150% of the federal poverty level. Effective immediately.

| AN ACT concerning State government.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Children and Family Services Act is amended |
5 |
| by adding Section 6.10 as follows: |

| (20 ILCS 505/6.10 new) |

| Sec. 6.10. Voucher for child restraint system. |
8 |
| (a) In this Section, "low-income family" means a family |
9 |
| with household income equal to or less than 150% of the federal |
10 |
| poverty level, according to the poverty guidelines updated |
11 |
| periodically in the Federal Register by the U.S. Department of |
12 |
| Health and Human Services under authority of 42 U.S.C. 9902(2). |

| (b) The Department shall provide a voucher in the amount of |
14 |
| $50 to low-income families to be applied to the purchase of a |
15 |
| child restraint system that meets the requirements of the Child |
16 |
| Passenger Protection Act. A family may apply for a voucher in |
17 |
| the form and manner prescribed by the Department.

| Section 99. Effective date. This Act takes effect upon |
19 |
| becoming law.
