AMENDMENT TO HOUSE BILL 853

2     AMENDMENT NO. ______. Amend House Bill 853 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Illinois Vehicle Code is amended by
5 changing Section 3-806 and by adding Sections 3-684 and 3-806.7
6 as follows:
 
7     (625 ILCS 5/3-684 new)
8     Sec. 3-684. Operation Iraqi Freedom License Plates.
9     (a) In addition to any other special license plate, the
10 Secretary, upon receipt of all applicable fees and applications
11 made in the form prescribed by the Secretary of State, may
12 issue Operation Iraqi Freedom license plates to residents of
13 Illinois who meet eligibility requirements prescribed by the
14 Secretary of State. The special Operation Iraqi Freedom plate
15 issued under this Section shall be affixed only to passenger
16 vehicles of the first division, motorcycles, and motor vehicles

1 of the second division weighing not more than 8,000 pounds.
2 Plates issued under this Section shall expire according to the
3 staggered multi-year procedure established by Section 3-414.1
4 of this Code.
5     (b) The design, color, and format of the plates shall be
6 wholly within the discretion of the Secretary of State. The
7 Secretary may, in his or her discretion, allow the plates to be
8 issued as vanity plates or personalized in accordance with
9 Section 3-405.1 of this Code. The plates are not required to
10 designate "Land Of Lincoln", as prescribed in subsection (b) of
11 Section 3-412 of this Code. The Secretary shall prescribe the
12 eligibility requirements and, in his or her discretion, shall
13 approve and prescribe stickers or decals as provided under
14 Section 3-412.
15     (c) An applicant shall be charged a $15 fee for original
16 issuance in addition to the applicable registration fee. This
17 additional fee shall be deposited into the Secretary of State
18 Special License Plate Fund.

20     Sec. 3-806. Registration Fees; Motor Vehicles of the First
21 Division. Every owner of any other motor vehicle of the first
22 division, except as provided in Sections 3-804, 3-805, 3-806.3,
23 3-806.7, and 3-808, and every second division vehicle weighing
24 8,000 pounds or less, shall pay the Secretary of State an
25 annual registration fee at the following rates:

6     Beginning with the 2010 registration year a $1 surcharge
7 shall be collected in addition to the above fees for motor
8 vehicles of the first division, motorcycles, motor driven
9 cycles, and pedalcycles to be deposited into the State Police
10 Vehicle Fund.

13     Sec. 3-806.7. Registration fees for active duty military
14 personnel.
15     (a) Beginning with the 2011 registration year, the standard
16 registration fee set forth in Section 3-806 of this Code for
17 passenger motor vehicles of the first division and motor
18 vehicles of the second division weighing not more than 8,000
19 pounds and registered under Section 3-815 of this Code, shall
20 be reduced by 50% for any Illinois vehicle owner who was on
21 active duty as a member of the armed forces of the United
22 States and stationed outside of the United States for a period
23 of 90 days or longer during the preceding registration year.
24     (b) Illinois residents who are members of the armed forces
25 of the United States and who have been stationed outside of the

1 United States for a period of 6 months or longer, and who
2 placed their registered motor vehicle in storage during the
3 time they served abroad, shall be entitled to credit for the
4 unused portion of that registration when they renew the
5 registration of that vehicle upon their return to the United
6 States. For each month or part thereof that the vehicle was in
7 storage and had current registration, the member of the armed
8 forces shall receive one month of registration without
9 charge.".
