Synopsis As Introduced
Amends the Unemployment Insurance Act. Provides that with respect to any benefit year that has not terminated as of the effective date of the amendatory Act, including but not limited to a benefit year that began prior to the effective date of the amendatory Act, any otherwise eligible individual whose total or partial unemployment is attributable to a lockout of the members of his or her collective bargaining unit shall be entitled, during such benefit year, to a maximum total amount of benefits equal to 52 times his or her weekly benefit amount plus dependents allowances, or to the total wages for insured work paid to such individual during the individual's base period, whichever amount is smaller. Effective January 1, 2010.

Replaces everything after the enacting clause. Amends the Illinois Unemployment Insurance Trust Fund Financing Act. Extends the Department of Employment Security's authority to issue revenue bonds to January 1, 2012. Amends the Unemployment Insurance Act. Makes various changes regarding dependent allowances. Regarding extended benefits: changes criteria for determining whether there is a "State 'on' indicator" or a "State 'off' indicator" for a week; provides for additional extended benefits when specified criteria are met; provides that the Governor may elect, if federal law so allows, to pay individuals, otherwise eligible for extended benefits, any other federally funded unemployment benefits, including but not limited to benefits payable pursuant to the federal Supplemental Appropriations Act, 2008 before paying them extended benefits; and contains provisions regarding applicability and other matters. Regarding voluntary leaving and exceptions to voluntary leaving: makes changes regarding persons whose assistance is necessary for the purpose of caring for a family member; makes changes regarding persons who leave work because of domestic violence; adds provisions regarding certain people who leave work due to a change in location of employment of a spouse; and provides for promulgation of rules. Makes other changes. Effective immediately.
