| SENATE RESOLUTION
|

| WHEREAS, The members of the Illinois Senate are saddened to |
3 |
| learn of the death of Pekin Mayor R. David Tebben, who passed |
4 |
| away on December 12, 2008; and
|
5 |
| WHEREAS, He was born January 24, 1946, in Pekin to Robert |
6 |
| T. and Edna L. (Hecker) Tebben; he was a 1964 graduate of Pekin |
7 |
| Community High School, and he graduated in 1968 from the |
8 |
| University of Illinois with a bachelor of science degree in |
9 |
| finance; He was a member and past president of Lambda Chi Alpha |
10 |
| Fraternity; and
|
11 |
| WHEREAS, He first worked as a District Sales Manager |
12 |
| representative for Pekin Insurance; he later purchased the |
13 |
| Kelly Insurance Agency, now known as Tebben Insurance Services |
14 |
| Inc.; he owned and operated the independent agency for the past |
15 |
| 38 years; he also was a member of the national faculty for the |
16 |
| Agency Management for the Society of Certified Insurance |
17 |
| Counselors (CIC); and |
18 |
| WHEREAS, He was a past faculty member at both Eureka |
19 |
| College and Illinois Central College; he was first elected to |
20 |
| the Pekin City Council in 1987 and was re-elected in 1991; he |
21 |
| served both terms as Commissioner of Public Health and Safety; |
22 |
| in 1995 he won his first term as Mayor, and in 1999 he won a |

| second term, and was reelected Mayor in 2007; and
|
2 |
| WHEREAS, During his time as Mayor he represented Pekin at |
3 |
| the local, regional and State level through many organizations |
4 |
| such as president of the Heart of Illinois Mayors' Association |
5 |
| and as vice president of the Illinois Municipal League; he had |
6 |
| a great love for Pekin and participated, supported, and led |
7 |
| many community events and organizations, including the United |
8 |
| Way of Pekin and the former Pekin Jaycees; and |
9 |
| WHEREAS, He was a past president and current ex-officio |
10 |
| member of the Pekin Area Chamber of Commerce Board of Directors |
11 |
| and served as a presenter and moderator for its annual |
12 |
| Leadership Academy; he was the first clue writer and medallion |
13 |
| hider for the annual Pekin Marigold Festival; he served as the |
14 |
| emcee for the annual Miss Marigold Pageant; he was a member of |
15 |
| the Kiwanis Club of Pekin, Pekin Moose Family Center 916, Pekin |
16 |
| Elks Lodge 1271, and Empire Lodge 126, Ancient Free and |
17 |
| Accepted Masons in Pekin; and |
18 |
| WHEREAS, He was a former Boy Scout and Assistant Scout |
19 |
| Master; he was a founding member of the Pekin R/C Club, his |
20 |
| favorite pastime was building and flying remote controlled |
21 |
| airplanes; and he was a lifelong member of St. Paul United |
22 |
| Church of Christ and past president of the church council; and

| WHEREAS, He was preceded in death by his parents, Robert |
2 |
| and Edna Tebben; and
|
3 |
| WHEREAS, R. David Tebben is survived by his three |
4 |
| daughters, Shannon N. (Edgar) Sandoval, Tiffany D. Tebben, and |
5 |
| Stefanie D. Tebben; his three grandchildren, Ethan Robert |
6 |
| Sandoval, Elisabeth Noelle Sandoval, and Aidan David Sandoval; |
7 |
| and two sisters, Sharon G. (Dr. John) Sombeck, and Ardis B. |
8 |
| (Jerry) Roman; therefore, be it
|
9 |
| RESOLVED, BY THE SENATE OF THE NINETY-FIFTH GENERAL |
10 |
| ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with |
11 |
| his family, friends, and constituents, the passing of Mayor R. |
12 |
| David Tebben; and be it further
|
13 |
| RESOLVED, That a suitable copy of this resolution be |
14 |
| presented to the family of Mayor R. David Tebben as a symbol of |
15 |
| our sincere sympathy.
