| SENATE RESOLUTION
|

| WHEREAS, The members of the Illinois Senate are saddened to |
3 |
| learn of the death of Phillip Fisher of Hanna City, who passed |
4 |
| away on August 15, 2008; and
|
5 |
| WHEREAS, He was born June 25, 1954, in Waterloo, Iowa, the |
6 |
| son of George and Edith Grapp Fisher; he married Sandra E. |
7 |
| Slape on July 13, 1984; and
|
8 |
| WHEREAS, He graduated from Washington High School and from |
9 |
| ICC with an associate degree; after school, he worked as a |
10 |
| journeyman meat cutter at various locations and also as a |
11 |
| Northwoods Mall security officer; he was an Auxiliary Civil |
12 |
| Defense Police Officer from 1972 until 1980; he began his |
13 |
| employment with the Peoria Police Department on September 2, |
14 |
| 1980; he was promoted to Sergeant on May 21, 2005; he served as |
15 |
| Master Range Instructor, Master Taser Instructor, and as a |
16 |
| Field Training Officer; he most recently was assigned as the |
17 |
| Court Liaison Sergeant at the Peoria County Courthouse; and
|
18 |
| WHEREAS, He served on the Executive Board of the Peoria |
19 |
| Police Benevolent Association, Cops for Kids, Peoria Police |
20 |
| Benevolent Land Committee, as Sergeant of Arms, and as the |
21 |
| treasurer for the State Police Benevolent Protection |
22 |
| Association; he received four life-saving awards, two |
|

| distinguished service awards, the American Legion Award, as |
2 |
| well as many letters of appreciation from citizens, letters of |
3 |
| commendation issued by the chief of police for outstanding |
4 |
| service, and letters of appreciation from city officials; and |
5 |
| he received the Police Valor Award in 1993; and
|
6 |
| WHEREAS, He enjoyed fishing, all types of hunting, travel, |
7 |
| riding ATVs, but best of all, he loved spending time with his |
8 |
| family, friends, his little black Schnauzer named Boo, and his |
9 |
| seven grandkids, each special in their own way; and |
10 |
| WHEREAS, His mother, Edith, preceded him in death in 1988; |
11 |
| and
|
12 |
| WHEREAS, Phillip Fisher is survived by his father, George |
13 |
| and stepmother, Joan Fisher; his daughters, Caroline E. Carle |
14 |
| and Tracie A. Richey; his son, Phillip Jr.; his grandchildren, |
15 |
| Shelbie, Austin, Alysa, Elizabeth, James, Kaleb, and Kameron; |
16 |
| his sisters, Bev Stewart and Edith (Sam) Basir; his brothers, |
17 |
| Ron (Sarah) Fisher, Rod Fisher, Ty (Sue) Fisher, Eldon (Kathy) |
18 |
| Fisher, and Clyde Fisher; his six nephews and seventeen nieces; |
19 |
| his father-in-law and mother-in-law, Troy and Sharon Slape; his |
20 |
| brothers-in-law and sisters-in-law, Gordon and Debbie Crow, |
21 |
| Steve and Jan Slape, and Dennis Slape and his fiancee, Abbi |
22 |
| Look; therefore, be it

| RESOLVED, BY THE SENATE OF THE NINETY-FIFTH GENERAL |

| ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with |
3 |
| his family and friends, the passing of Phillip Fisher; and be |
4 |
| it further
|
5 |
| RESOLVED, That a suitable copy of this resolution be |
6 |
| presented to the family of Phillip Fisher as a symbol of our |
7 |
| sincere sympathy.
