| SENATE RESOLUTION
|

| WHEREAS, Todd Sieben has represented the citizens of |
3 |
| northwestern Illinois with distinction in the General Assembly |
4 |
| for more than 21 years; and
|
5 |
| WHEREAS, He has served with honor in the Senate since 1993, |
6 |
| after three terms in the House of Representatives; and |
7 |
| WHEREAS, Senator Sieben's priorities have always been |
8 |
| those of the people he represents - agriculture, education, |
9 |
| business development, and job creation; and |
10 |
| WHEREAS, Todd became a lawmaker to make the State of |
11 |
| Illinois a better place to live, bringing State government from |
12 |
| the marble halls of the Capitol back home to the communities of |
13 |
| northwestern Illinois; and |
14 |
| WHEREAS, His deep concern for the welfare and safety of |
15 |
| school children resulted in his sponsorship of such important |
16 |
| measures as a law requiring school buses to have safety arms on |
17 |
| the front bumper; and legislation that would spotlight |
18 |
| outstanding teachers and provide the best educational support |
19 |
| for students; and |
20 |
| WHEREAS, He has sponsored laws protecting the rights and |
|

| privacy of individuals, including the recent law establishing a |
2 |
| statewide Restricted Call Registry for consumers; and |
3 |
| WHEREAS, He has always recognized the need to balance the |
4 |
| best interests of the public and the conflicting views of all |
5 |
| parties, as seen in his sponsorship of legislation that |
6 |
| regulates large livestock production facilities, and in his |
7 |
| continued work to balance the needs of the agriculture |
8 |
| community with the concerns of environmental organizations; |
9 |
| and |
10 |
| WHEREAS, He has always been a strong supporter of the |
11 |
| agriculture economy, sponsoring a law encouraging the use of |
12 |
| ethanol through the sales tax credit, protecting the CFAR |
13 |
| agricultural research program and preserving the State's |
14 |
| equine industries; and |
15 |
| WHEREAS, He served as Chairman of the Senate Agriculture |
16 |
| and Conservation Committee from 1997 through 2002, helping to |
17 |
| guide public policy that impacted farming, agriculture related |
18 |
| businesses, and conservation issues; and |
19 |
| WHEREAS, He was selected to serve as Assistant Senate |
20 |
| Republican Leader in 2003; and |
21 |
| WHEREAS, In the Senate, he most recently served as |

| Affairs Committee; as a member of the Senate Agriculture and |

| Conservation Committee, the Senate Executive Committee, the |

| Senate Insurance Committee and the Senate Labor Committee; as |

| Co-chairman of the Legislative Information System; as |
6 |
| Co-chairman of the Illinois Legislative Sportsman's Caucus; |
7 |
| and as the first Chairman of the Legislative Ethics Commission; |
8 |
| and |
9 |
| WHEREAS, A number of local and State organizations have |
10 |
| honored Todd Sieben for his efforts in the General Assembly, |
11 |
| including the Northwestern Region of the Illinois Association |
12 |
| of School Administrators, Illinois Association of Park |
13 |
| Districts, Illinois Farm Bureau, Illinois Electrical |
14 |
| Cooperatives, Illinois Manufacturers' Association, National |
15 |
| Federation of Independent Business, Illinois Chamber of |
16 |
| Commerce, Township Officials of Illinois, Illinois Education |
17 |
| Association, Management Association of Illinois, Illinois |
18 |
| Small Business Association, and the Illinois Association of |
19 |
| Rehabilitation Facilities; and
|
20 |
| WHEREAS, Todd Sieben has been involved in many civic |
21 |
| organizations, including the Geneseo Jaycees, Geneseo American |
22 |
| Legion and Veterans of Foreign Wars, Geneseo Rotary Club, |
23 |
| Geneseo Park District, Henry County Extension Council, Henry |
24 |
| County Farm Bureau, and the Geneseo Masonic Lodge; and |
|
|

| WHEREAS, He has served as a coach for youth football, |
2 |
| basketball, and baseball; and |
3 |
| WHEREAS, He has served as a director of Central Bank |
4 |
| Geneseo since 1980; and |
5 |
| WHEREAS, He is a member of Grace United Methodist Church; |
6 |
| and |
7 |
| WHEREAS, He was born July 11, 1945, and graduated from |
8 |
| Geneseo public schools; and |
9 |
| WHEREAS, He earned a bachelor's degree in business |
10 |
| administration from Western Illinois University; and |
11 |
| WHEREAS, He is a Vietnam veteran and served as a lieutenant |
12 |
| in the United States Navy from 1968 to 1972; and |
13 |
| WHEREAS, He and his wife, Kay, have been married since |
14 |
| 1968, and have three children and seven grandchildren; and |
15 |
| WHEREAS, In his more than 21 years as a lawmaker, Todd |
16 |
| Sieben has represented his constituents in Springfield with |
17 |
| determination and class, earning the respect and admiration of |
18 |
| his colleagues on both sides of the aisle; and |
|

| WHEREAS, Lawmakers and staff alike know and appreciate |

| Senator Sieben for his warmth, his kindness, and his easy |

| smile; therefore, be it

| RESOLVED, BY THE SENATE OF THE NINETY-FIFTH GENERAL |
5 |
| ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Todd |
6 |
| Sieben on his retirement from the Illinois General Assembly |
7 |
| after more than 21 years of honorable and dedicated service; |
8 |
| and be it further

| RESOLVED, That a suitable copy of this preamble and |
10 |
| resolution be presented to Todd Sieben with our friendship, our |
11 |
| gratitude for his hard work, and our best wishes for his future |
