SENATE RESOLUTION

 
2     WHEREAS, The goals of the federal No Child Left Behind Act
3 of 2001 are to raise student achievement, close the achievement
4 gap, and ensure that each child has a highly qualified teacher;
5 and
 
6     WHEREAS, Inadequate federal funding for the Act has put a
7 burden on this State's local school systems to commit
8 substantial State and local resources to implement strategies
9 to improve student achievement; therefore, be it
 
10     RESOLVED, BY THE SENATE OF THE NINETY-FIFTH GENERAL
11 ASSEMBLY OF THE STATE OF ILLINOIS, that we seek and support the
12 following improvements to the federal No Child Left Behind Act
13 of 2001 in order to achieve adequate yearly progress as
14 required under the Act:
15         (1) create a growth model that would recognize student
16     cohort achievement and progress as well as progress in any
17     subgroup, as defined by the Act, and consider tests at more
18     than one high school grade level;
19         (2) establish high proficiency targets and set a
20     reasonable timeline for schools to achieve reasonable
21     targets;
22         (3) provide adequate funding at the federal and State
23     levels to overcome the effects of poverty on academic

1     performance and to invest in a nationwide literacy
2     initiative to ensure that students become proficient
3     readers; and
4         (4) align the Illinois Standards Achievement Test and
5     the Prairie State Achievement Examination so that
6     standards and proficiency levels are consistent across
7     elementary school, middle school, and high school; and be
8     it further
 
9     RESOLVED, That suitable copies of this resolution be
10 delivered to each member of the Illinois congressional
11 delegation, the U.S. Secretary of Education, and the State
12 Board of Education.
