2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of Richard Swaim of Cape Girardeau, | ||||||
4 | Missouri, who passed away on August 31, 2007; and
| ||||||
5 | WHEREAS, Richard Swaim was born on September 27, 1918, in | ||||||
6 | Memphis, Tennessee; he was the son of George H. and Anne | ||||||
7 | Dickson Swaim; he married Mildred Smith on April 6, 1941; and
| ||||||
8 | WHEREAS, Richard Swaim attended high school in Kansas City, | ||||||
9 | Missouri and graduated from Central Methodist University in | ||||||
10 | 1937; he entered the banking profession in Kansas City at | ||||||
11 | Columbia National Bank, where he held several positions until | ||||||
12 | he joined the FDIC as a bank examiner in 1942; he went on to | ||||||
13 | serve in the United States Army from 1943 to 1946 and served 26 | ||||||
14 | months overseas in the finance department; upon his return, he | ||||||
15 | served as vice president and cashier of the Bank of | ||||||
16 | Independence from 1947 until 1958, when he was employed by the | ||||||
17 | First National Bank of Cape Girardeau as its executive vice | ||||||
18 | president; he was elected president of the First National Bank | ||||||
19 | of Cape Girardeau in 1961, where he remained until his | ||||||
20 | retirement in 1983; and
| ||||||
21 | WHEREAS, Richard Swaim was the recipient of the | ||||||
22 | distinguished service award for the state of Missouri by the |

1 | Junior Chamber of Commerce in 1953; and
| ||||||
2 | WHEREAS, Richard Swaim was associated with many | ||||||
3 | professional organizations; he was president of the Missouri | ||||||
4 | Bankers Association in 1968; he was a member of the Appellate | ||||||
5 | Judicial Commission for six years; he was a member of Cape | ||||||
6 | Downtown Rotary and the Tower Club; he presided over a Thursday | ||||||
7 | men's lunch group at the Cape Girardeau Country Club for many | ||||||
8 | years; and he is a past board member of the Missouri State | ||||||
9 | Chamber of Commerce, the Greater Cape Girardeau Development | ||||||
10 | Corporation, the Saint Francis Medical Center, and the Board of | ||||||
11 | Governors of the Cape Girardeau Country Club; and
| ||||||
12 | WHEREAS, Richard Swaim was preceded in death by his | ||||||
13 | parents; his brother; and his sister; and
| ||||||
14 | WHEREAS, Richard Swaim is survived by his wife, Mildred; | ||||||
15 | his son, Robert; his daughter, Kathy Swaim Boldrey; his | ||||||
16 | grandsons, Dr. Andrew Boldrey and Aaron Boldrey; his | ||||||
17 | granddaughter, Jenny Keppler; his great-grandson, Brady | ||||||
18 | Keppler; and his sister, Anne Fritts; therefore, be it
| ||||||
19 | RESOLVED, BY THE SENATE OF THE NINETY-FIFTH GENERAL | ||||||
20 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with | ||||||
21 | his friends and family, the passing of Richard Swaim; and be it | ||||||
22 | further
