1 | SENATE JOINT RESOLUTION
| ||||||
2 | WHEREAS, The State of Illinois has a responsibility to | ||||||
3 | educate its citizens for success in the global economy; and
| ||||||
4 | WHEREAS, Postsecondary education plays an increasingly | ||||||
5 | important role in preparing Illinois residents for the demands | ||||||
6 | of the modern workforce; and
| ||||||
7 | WHEREAS, It is essential for Illinois' schools and colleges | ||||||
8 | and universities to collaborate on measures to ensure that | ||||||
9 | students are well-prepared to succeed in postsecondary | ||||||
10 | education and in the workplace; and
| ||||||
11 | WHEREAS, Nationally, one in 3 first-year students in | ||||||
12 | postsecondary education require remedial coursework; and
| ||||||
13 | WHEREAS, The senior year of high school could be profitably | ||||||
14 | used by students to become better prepared for college or to | ||||||
15 | take advanced coursework for college credit; and
| ||||||
16 | WHEREAS, All Illinois high school juniors take the Prairie | ||||||
17 | State Achievement Examination, which assesses college | ||||||
18 | readiness; and | ||||||
19 | WHEREAS, Data on student performance, both in kindergarten |

| |||||||
1 | through grade 12 schools and in higher education, is crucial | ||||||
2 | for improving curriculum, teaching, and learning; and
| ||||||
3 | WHEREAS, The data available in the existing High School | ||||||
4 | Feedback Report reported by public universities could be | ||||||
5 | improved as a guide to high schools and policymakers in | ||||||
6 | improving curriculum and pedagogy, but is currently | ||||||
7 | inaccessible to State policymakers; and
| ||||||
8 | WHEREAS, Implementing an effective feedback report can | ||||||
9 | provide valuable tools for the assessment of student | ||||||
10 | performance, the improvement of teaching and learning, and the | ||||||
11 | alignment of graduation standards and curriculum with | ||||||
12 | collegiate demands and expectations; therefore, be it
| ||||||
13 | RESOLVED, BY THE SENATE OF THE NINETY-FIFTH GENERAL | ||||||
14 | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES | ||||||
15 | CONCURRING HEREIN, that the Illinois Community College Board, | ||||||
16 | the State Board of Education, and the Board of Higher Education | ||||||
17 | are directed to develop a plan for using the Prairie State | ||||||
18 | Achievement Examination to gauge students' college readiness, | ||||||
19 | including the ability to place in college-level courses; and be | ||||||
20 | it further
| ||||||
21 | RESOLVED, That the State Board of Education, the Illinois | ||||||
22 | Community College Board, and the Board of Higher Education |

1 | shall develop a plan to use Prairie State Achievement | ||||||
2 | Examination results to shape students' senior-year curricula, | ||||||
3 | including any necessary remediation, in order to ensure college | ||||||
4 | readiness upon high school graduation; and be it further
| ||||||
5 | RESOLVED, That the State Board of Education, the Illinois | ||||||
6 | Community College Board, and the Board of Higher Education, in | ||||||
7 | conjunction with testing services, shall develop a new high | ||||||
8 | school feedback report to better inform high school | ||||||
9 | administrators and education policymakers about students' | ||||||
10 | performance during their first year at postsecondary | ||||||
11 | institutions; and be it further | ||||||
12 | RESOLVED, That the new high school feedback report be | ||||||
13 | available to the State Board of Education, the Illinois | ||||||
14 | Community College Board, and the Board of Higher Education and | ||||||
15 | that it be made public; and be it further
| ||||||
16 | RESOLVED, That suitable copies of this resolution be | ||||||
17 | delivered to the State Board of Education, the Illinois | ||||||
18 | Community College Board, and the Board of Higher Education.
