| AN ACT concerning public aid.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Illinois Public Aid Code is amended by |
| 5 |
| adding Section 5-5.05 as follows:
|

| (305 ILCS 5/5-5.05 new) |
| 7 |
| Sec. 5-5.05. Hospitals; psychiatric services. On and after |
| 8 |
| July 1, 2008, the minimum inpatient per diem rate to be paid to |
| 9 |
| a hospital for psychiatric services shall be no less than the |
| 10 |
| highest per diem base rate established by the Department of |
| 11 |
| Healthcare and Family Services for any hospital that newly |
| 12 |
| qualifies to deliver psychiatric inpatient services on or after |
| 13 |
| December 31, 2006.

| Section 99. Effective date. This Act takes effect upon |
| 15 |
| becoming law.
