SYNOPSIS AS INTRODUCED:

30 ILCS 105/5.708 new











    Creates the Vince Demuzio Rural Broadband Initiative Act. Provides that the Broadband Deployment Council shall be responsible for implementing the Vince Demuzio Rural Broadband Deployment Initiative Act. Provides that the Broadband Deployment Council shall develop and implement a plan, modeled on a specified project, for expanding broadband Internet connection availability in 3 separate and specified regions in the State. Provides that the goal of the project shall be to double the extent of broadband access in specified regions  within 3 years after the effective date of the Act. Provides that the Council shall submit to the General Assembly an annual report detailing its progress on the project herein mandated. Creates the Vince Demuzio Rural Broadband Fund within the State treasury and provides that the General Assembly shall appropriate money annually into the fund for use by the Broadband Deployment Council in the implementation of the Vince Demuzio Rural Broadband Initiative Act. Effective immediately.

    AN ACT concerning regulation.

    Be it enacted by the People of the State of Illinois,
 
3
represented in the General Assembly:

    Section 1. Short title. This Act may be cited as the Vince 
5
Demuzio Rural Broadband Initiative Act.
 
6
    Section 5. Broadband Deployment Council; regions. 
7
    (a) The Broadband Deployment Council shall be responsible 
8
for implementing the Vince Demuzio Rural Broadband Deployment 
9
Initiative Act.  The Broadband Deployment Council shall develop 
10
and implement a plan, modeled on its recent "Macoupin and 
11
Montgomery Project", for expanding broadband Internet 
12
connection availability in the following 3 separate regions in 
13
the State:

        (1) East-Central Illinois, which includes the counties 
15
    of Clark, Clay, Coles, Crawford, Cumberland, Douglas, 
16
    Edgar, Effingham, Fayette, Jasper, Lawrence, Marion, 
17
    Moultrie, and Richland.
18
        (2) Northwestern Illinois, which includes the counties 
19
    of Mercer, Henry, Putnam, Bureau, LaSalle, Lee, Jo Daviess, 
20
    Carroll, Whiteside, and Rock Island.
21
        (3) Western Illinois, which includes counties of 
22
    Henderson, Warren, Knox, Hancock, McDonough, Schuyler, 
23
    Adams, Brown, Pike, Mason, Cass, Scott and Fulton.

    (b) The goal of this project shall be to double the extent

of broadband access in the regions specified in subsection (a) 
3
of this Section within 3 years after the effective date of this 
4
Act.

    (c) The Council shall submit to the General Assembly an 
6
annual report detailing its progress on the project herein 
7
mandated.

    Section 10. Vince Demuzio Rural Broadband Fund. There is 
9
hereby created a Vince Demuzio Rural Broadband Fund within the 
10
State treasury.  The General Assembly shall appropriate money 
11
annually into this fund for use by the Broadband Deployment 
12
Council in the implementation of the Vince Demuzio Rural 
13
Broadband Initiative Act.

    Section 15. The State Finance Act is amended by adding 
15
Section 5.708 as follows:

    (30 ILCS 105/5.708 new)

    Sec. 5.708. The Vince Demuzio Rural Broadband Fund.

    Section 99. Effective date. This Act takes effect upon 
19
becoming law.
