Amends the Department of Commerce and Economic Opportunity Law. Requires the Department to conduct a study to identify current and projected shortages in critical occupations and specific skill sets within Illinois businesses and industries and to devise strategies to alleviate any identified shortages. Requires all State agencies to cooperate with the Department in conducting the study. Requires the Department to report the results of its study and its recommendations to the Governor and the General Assembly no later than February 1, 2008. Effective immediately.

| AN ACT concerning economic development.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Department of Commerce and Economic |
5 |
| Opportunity Law of the
Civil Administrative Code of Illinois is |
6 |
| amended by adding Section 605-302 as follows: |
7 |
| (20 ILCS 605/605-302 new) |

| Sec. 605-302. Critical occupations and skill sets. The |
9 |
| Department shall conduct a study to identify current and |
10 |
| projected shortages in critical occupations and specific skill |
11 |
| sets within Illinois businesses and industries and shall devise |
12 |
| strategies to alleviate any identified shortages. All State |
13 |
| agencies shall cooperate with the Department in conducting the |
14 |
| study. The Department shall report the results of its study and |
15 |
| its recommendations to the Governor and the General Assembly no |
16 |
| later than February 1, 2008.

| Section 99. Effective date. This Act takes effect upon |
18 |
| becoming law.
