Amends the State Officials and Employees Ethics Act. Requires (now, authorizes) an Executive Inspector General to refer to the appropriate law enforcement authority allegations of misconduct that may give rise to criminal penalties. Effective immediately.

| AN ACT concerning government.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The State Officials and Employees Ethics Act is |
5 |
| amended by changing Section 20-80 as follows: |
6 |
| (5 ILCS 430/20-80)
|
7 |
| Sec. 20-80. Referrals of investigations. If an Executive
|
8 |
| Inspector General determines that any alleged misconduct |
9 |
| involves
any person not subject to the jurisdiction of the |
10 |
| Executive
Ethics Commission, that Executive Inspector General |
11 |
| shall refer the
reported allegations to the appropriate |
12 |
| Inspector General, appropriate ethics
commission, or other
|
13 |
| appropriate body. If an Executive Inspector General determines |
14 |
| that
any alleged misconduct may give rise to criminal |
15 |
| penalties, the
Executive Inspector General shall
may refer the |
16 |
| allegations regarding that
misconduct to the appropriate law |
17 |
| enforcement authority.

| Section 99. Effective date. This Act takes effect upon |
