| Be it enacted by the People of the State of Illinois, |

| represented in the General Assembly:

| Section 5. The Water Use Act of 1983 is amended by changing |

| Section 2 as follows:
|

| declares it to
be in the public interest to better manage and |

| conserve water, to
establish a mechanism for restricting |

| withdrawals of groundwater in
emergencies, and to provide
for |

| public notice of planned substantial withdrawals of water after |
| 12 |
| the
effective date of this Act from new points of withdrawal |
| 13 |
| before water is withdrawn. |
