    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The Illinois Educational Labor Relations Act is

amended  by changing Section 6 as follows:

    Sec. 6. Illinois Educational Labor Mediation Roster. The

Board shall
establish an Illinois Educational Labor Mediation 
9
Roster, the
the services of which
are available to the 
10
educational employer and to labor organizations for
purposes of 
11
arbitration of grievances and mediation or arbitration of 
12
contract
disputes. The members of the roster shall be qualified 
13
impartial individuals
who are not employees of the Board.
