SYNOPSIS AS INTRODUCED:
 
70 ILCS 5/8.12   from Ch. 15 1/2, par. 68.8-12

    Amends the Airport Authorities Act. Deletes the restrictions on the exercise of police powers by airport authority security forces that limit the exercise of police powers to the area of the authority's jurisdiction when needed to protect people or authority property or when another law enforcement agency requests assistance.

1     AN ACT concerning local government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Airport Authorities Act is amended by
5 changing Section 8.12 as follows:
 
6     (70 ILCS 5/8.12)  (from Ch. 15 1/2, par. 68.8-12)
7     Sec. 8.12. To police its property and to exercise police
8 powers in respect thereto or in respect to the enforcement of
9 any rule or regulation provided by the ordinances of the
10 Authority and to employ and establish, maintain, and equip a
11 security force for fire and police protection of a public
12 airport and to provide that the personnel of the security force
13 shall perform other tasks relating to the maintenance and
14 operation of that airport. Such a security force shall not be
15 deemed to be a regularly constituted police or fire department
16 within the meaning of Sections 10-3-1 and 10-3-2 of the
17 Illinois Municipal Code. However, members of such security
18 force are conservators of the peace and as such have all powers
19 possessed by policemen in cities, and sheriffs, including the
20 power to make arrests on view or warrants of violations of
21 federal and state statutes, city or county ordinances and rules
22 and regulations of the Authority and governing federal
23 agencies; provided, that they may exercise such powers only

1 within the area of jurisdiction of the Authority when such
2 exercise is required for the protection of Authority properties
3 and interests, its personnel and persons utilizing its
4 facilities, and otherwise, within such jurisdiction, when
5 specifically requested by appropriate federal, State or local
6 law enforcement officials. With respect to any security force
7 established for police protection, the members of such security
8 force shall be persons who have successfully completed an
9 approved training course or approved training program offered
10 at a police training school established under the "Illinois
11 Police Training Act", as such Act may be now or hereafter
12 amended. The members of such security force may not serve and
13 execute civil processes.
