    Amends the Public Community College Act. Provides that for all meetings of a board of trustees, a quorum of members must be physically present at the location of the meeting. Effective July 1, 2007.

    AN ACT concerning education.

    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The Public Community College Act is amended  by 
5
changing Section 3-9 as follows:

    (110 ILCS 805/3-9)  (from Ch. 122, par. 103-9)

    Sec. 3-9. A majority of full voting membership of the Board 
8
shall constitute a
quorum. For all meetings of the Board, a 
9
quorum of members must be physically present at the location of 
10
the meeting. When a vote is taken upon any measure before the 
11
Board, a quorum
being present, a majority of the members voting 
12
on the measure shall
determine the outcome thereof. No action 
13
of such board shall be invalidated
by reason of any vacancies 
14
on such board, or by reason of any failure to
select any 
15
nonvoting student members.

    Section 99. Effective date. This Act takes effect July 1,

2007.
