    Amends the Illinois Vehicle Code and the State Finance Act.  Authorizes
special
license plates designated as Boy Scout plates.  Provides for
increased
fees for these plates to be paid as grants to
the Boy Scouts of America subject to
appropriation by the General Assembly and approval by the Secretary of State.
Creates the Boy Scout Fund as a special fund in the State
treasury.

    AN ACT concerning transportation.

    Be it enacted by the People of the State of Illinois, 
3
represented in the General Assembly:

    Section 5. The State Finance Act is amended by adding 
5
Section 5.675 as follows:
 
6
    (30 ILCS 105/5.675 new)
7
    Sec. 5.675. The Boy Scout Fund.

    Section 10. The Illinois Vehicle Code is amended by adding 
9
Section 3-664 as
follows:

    (625 ILCS 5/3-664 new)

    Sec. 3-664. Boy Scout license plates.

    (a) The Secretary, upon receipt of an application made in 
13
the form
prescribed by the Secretary, may issue special 
14
registration plates
designated to be Boy Scout plates.  The 
15
special plates issued
under
this Section shall be affixed only 
16
to passenger vehicles of the first division
or motor vehicles 
17
of the second division weighing not more than 8,000 pounds.

18
Plates issued under this Section shall expire according to the 
19
multi-year
procedure established by Section 3-414.1 of this 
20
Code.

    (b) The design and color of the plates shall be wholly

within the discretion
of the Secretary.  Appropriate 
2
documentation, as determined by the
Secretary, shall accompany 
3
the application.

    (c) An applicant shall be charged a $40 fee for original 
5
issuance
in addition to the appropriate registration fee, if 
6
applicable.  Of this fee,
$25 shall be deposited into the Boy 
7
Scout Fund created by
this
Section and $15 shall be deposited 
8
into the Secretary of State Special License
Plate
Fund to be 
9
used by the Secretary to help defray the administrative

10
processing costs.  For each registration renewal period a $27 
11
fee, in addition
to the appropriate registration fee, shall be 
12
charged.  Of this fee, $25 shall
be deposited into the Boy Scout 
13
Fund and $2 shall be deposited
into
the Secretary of State 
14
Special License Plate Fund.

    (d) The Boy Scout Fund is created as a special fund in the

16
State
treasury.  All money in the Boy Scout Fund shall be paid,

17
subject
to
appropriation by the General Assembly and approval 
18
by the Secretary, as grants
to the Boys Scouts of America.
