| and the Secretary of State shall issue a certificate of |

| incorporation to the Authority. Upon the issuance of a |
3 |
| certificate of incorporation, the Greater Metropolitan Airport |
4 |
| Authority shall be deemed an organized airport authority under |
5 |
| this Act. |
6 |
| (b) If all of the airport facilities of an existing Airport |
7 |
| Authority are situated within Peoria County on the effective |
8 |
| date of this amendatory Act of the 95th General Assembly, that |
9 |
| existing Airport Authority shall be dissolved upon the |
10 |
| establishment of the Greater Metropolitan Airport Authority. |
11 |
| In such event, the rights to all property, assets, and |
12 |
| liabilities, including bonded indebtedness, of the existing |
13 |
| Airport Authority shall be assumed by the Greater Metropolitan |
14 |
| Airport Authority.
|
15 |
| (c) The Board of Commissioners of the Greater Metropolitan |
16 |
| Airport Authority shall consist of 9 commissioners who shall |
17 |
| reside within its corporate limits, and who shall be appointed |
18 |
| as follows:
|
19 |
| (1) The Board of Commissioners of an existing Airport |
20 |
| Authority referenced in subsection (b) of this Section |
21 |
| shall, upon the establishment of the Greater Metropolitan |
22 |
| Airport Authority, be reappointed by their respective |
23 |
| appointing authorities to serve their remaining terms of |
24 |
| office. Successor appointments to the existing board |
25 |
| members shall be made by the original appointing authority.

| (2) Within 20 days after the effective date of this |

| amendatory Act of the 95th General Assembly, one additional |
2 |
| commissioner shall be appointed by each mayor, with the |
3 |
| advice and consent of the governing body, of a municipality |
4 |
| located wholly within the territory of the Greater |
5 |
| Metropolitan Airport Authority that has a population of |
6 |
| more than 5,000. No appointment shall be made under this |
7 |
| subpart by an appointing authority who is entitled to make |
8 |
| an appointment under subpart (1) of this subsection.

| (3) The members of the General Assembly whose |
10 |
| legislative districts encompass any part of the Greater |
11 |
| Metropolitan Airport Authority shall appoint any |
12 |
| additional commissioners necessary to create a Board of |
13 |
| Commissioners consisting of 9 commissioners.
|
14 |
| (4) Of the commissioners appointed under subparts (2) |
15 |
| and (3) of this subsection, one commissioner shall be |
16 |
| appointed for a 3-year term, one commissioner shall be |
17 |
| appointed for a 4-year term, and one commissioner shall be |
18 |
| appointed for a 5-year term. Initial terms shall be |
19 |
| determined by lot. Any successor to a commissioner |
20 |
| appointed under subpart (2) or (3) of this subsection shall |
21 |
| be appointed for a 5-year term.

| Sec. 2.7.2. Crawford County Airport Authority. |

| (a) The Crawford County Airport Authority is hereby |

| established, the territory of which shall include all of the |

| territory within the corporate limits of Crawford County. |

| Within 30 days after the initial appointments have been made |
3 |
| under subsection (c) of this Section, the Authority board shall |
4 |
| notify the office of the Secretary of State of the |
5 |
| establishment of the Crawford County Airport Authority, and the |
6 |
| Secretary of State shall issue a certificate of incorporation |
7 |
| to the Authority. Upon the issuance of a certificate of |
8 |
| incorporation, the Crawford County Airport Authority shall be |
9 |
| deemed an organized airport authority under this Act. |

| appointed under this item, one commissioner shall be |

| appointed for a 3-year term, one commissioner shall be |

| appointed for a 4-year term, and 2 commissioners shall be |

| appointed for 5-year terms, as determined by lot. Their |

| (2) Three commissioners shall be appointed by the mayor |
5 |
| of the City of Robinson. Of the commissioners appointed |
6 |
| under this item, one commissioner shall be appointed for a |
7 |
| 3-year term, one commissioner shall be appointed for a |
8 |
| 4-year term, and one commissioner shall be appointed for a |
9 |
| 5-year term, as determined by lot. Their successors shall |
10 |
| be appointed for 5-year terms.

| Sec. 3. Boards of commissioners. Every authority |

| established under this Act shall be governed by a board of
|
14 |
| commissioners. For authorities other than Metropolitan Airport

| Authorities , the Greater Metropolitan Airport Authority, and |
16 |
| the Crawford County Airport Authority , in the order finding the |
17 |
| results of the election to be
favorable to the establishment of |
18 |
| the authority, the circuit court shall
determine the population |
19 |
| of the authority and the population of each
municipality within |
20 |
| the authority having 5,000 or more inhabitants
according to the |
21 |
| last census.
