Amends the Department of Commerce and Economic Opportunity Law of the
Civil Administrative Code of Illinois. Provides that the Department shall establish and administer a program to make grants to municipalities whose buildings conform with the United States Green Building Council's Leadership on Energy and Design (LEED) rating system.

| AN ACT concerning State government.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Department of Commerce and Economic |
5 |
| Opportunity Law of the
Civil Administrative Code of Illinois is |
6 |
| amended by adding Section 605-980 as follows: |
7 |
| (20 ILCS 605/605-980 new) |

| Sec. 605-980. Green cities grant program. Subject to |
9 |
| appropriation, the Department shall establish and administer a |
10 |
| program to make grants to municipalities whose buildings |
11 |
| conform with the United States Green Building Council's |
12 |
| Leadership on Energy and Design (LEED) rating system. Grants |
13 |
| may be used for new construction, existing buildings, |
14 |
| commercial interiors, core and shell development, homes, |
15 |
| schools, or neighborhood development. Grant moneys shall be |
16 |
| used for buildings, at any stage, that qualify as LEED |
17 |
| certified buildings. |

| Municipalities receiving grant moneys under this Section |
19 |
| are encouraged to use local small businesses within the |
20 |
| municipality whenever possible.
