10 ILCS 5/1A-17










    Amends the Election Code.  Provides that each agent designated by the Department of Natural Resources to issue hunting, fishing, or trapping licenses shall display voter registration forms and make voter registration forms available to the public.  Requires the Department of Natural Resources to supply the State Board of Elections with a list of agents designated by the Department of Natural Resources to issue hunting, fishing, or trapping licenses. Effective January 1, 2008.

    Be it enacted by the People of the State of Illinois,
 
3
represented in the General Assembly:

    Section 5. The Election Code is amended  by changing Section 
5
1A-17 as follows:

    (10 ILCS 5/1A-17)

    Sec. 1A-17. Voter registration outreach.
8
    (a) The Secretary of State, the Department of Human 
9
Services, the Department of Children and Family Services, the 
10
Department of Public Aid, the Department of Employment 
11
Security, and each public institution of higher learning in 
12
Illinois must make available on its World Wide Web site a 
13
downloadable, printable voter registration form that complies 
14
with the requirements in subsection (d) of Section 1A-16 for 
15
the State Board of Elections' voter registration form.

    (b) Each public institution of higher learning in Illinois 
17
must include voter registration information and a voter 
18
registration form supplied by the State Board of Elections 
19
under subsection (e) of Section 1A-16 in any mailing of student 
20
registration materials to an address located in Illinois.  Each 
21
public institution of higher learning must provide voter 
22
registration information and a voter registration form 
23
supplied by the State Board of Elections under subsection (e)

of Section 1A-16 to each person with whom the institution 
2
conducts in-person student registration.

    (c) Each agent designated by the Department of Natural 
4
Resources to issue hunting, fishing, or trapping licenses, 
5
under the Fish and Aquatic Life Code and the Wildlife Code, 
6
shall display voter registration forms and make those forms 
7
available to the public.  The Department of Natural Resources 
8
shall provide the State Board of Elections with a list of 
9
designated agents. The voter registration forms shall be 
10
supplied to the designated agents by the State Board of 
11
Elections under subsection (e) of Section 1A-16.  Designated 
12
agents shall ask each person, over 18 years of age,  seeking a  
13
license or permit if that person would like a voter 
14
registration form.  The designated agent may provide a voter 
15
registration form to the person but shall not assist   the person 
16
with the voter registration form or collect a complete or 
17
incomplete voter registration form from the person.

    (d)
(c) As used in this Section, a public institution of 
19
higher learning means a public university, college, or 
20
community college in Illinois.

    Section 99. Effective date. This Act takes effect January

1, 2008.
